Based on Shenzhen National People's Congress and Chinese People's Political Consultative Conference’s instructions, Top 10 innovative projects - establish 10 major basic research institutions. Quantum information as one of those 10 major basic research institutions take the lead in launching, with followed Shenzhen philosophy: "try while walking"

The information department of Shenzhen science and technology innovation commission Collected the budget for 2017 and preliminary plan of land, team building, budget and organization.

Zhong Hai (Deputy director of Shenzhen science and technology innovation commission) and Chen Shiyi (director of SUST) discussed the construction framework. Afterwards director Chen convened the coordination meeting of establish the scheme of ‘Shenzhen institute of quantum science and engineering’.

Shenzhen institute for quantum science and engineering was licensed on 19th of Jan, 2018.

The first management committee of SIQSE was established and held its first meeting. Chen shiyi was appointed as president of the management committee. And Yu Dapeng was appointed as the dean of SIQSE.
